Training: 2 26 CPA Bulletin > February 2018 www.cpa.uk.net On 15 November 2017 CITB announced their proposals for CITB’s future offer to the construction industry - “Vision 2020: The Future CITB”. The letter and the CITBwebsite now publicly acknowledge “proposals to exit direct delivery of training through the National Construction College and cease services such as administering the card schemes.” Other major proposals include many internal corporate support functions being outsourced, including Finance, Procurement and Contract Management, Legal, HR, Customer Operations and Apprenticeship Processing. For CITB employees, the plan includes two-thirds of employees remaining mobile; around one-third of employees in a new Head Office, with a preferred location of Peterborough; a small office in Wales, co-located with the University of Wales Trinity St David in Swansea; a small office in Scotland, co-located with a key stakeholder; and a new office in London to house the External Affairs team, working with the media and central government. CITB are increasing the standardisation and transferability of training in the construction industry, and are launching two new initiatives to support this change. • Construction Training Directory: a searchable online directory of construction-related training courses, tests and qualifications delivered by Approved Training Organisations (ATOs) to defined training standards. • Construction Training Register: an online register that holds individuals’ transferable, construction-related training achievements and qualifications. Over time it will build a comprehensive picture of skills training across Great Britain. Where relevant, these products will be supported by automated grant payments. On successful completion of a course which qualifies for grant payment, the ATO will trigger an automatic payment by confirming the learner’s achievement on the Construction Training Register. Full details of these changes will be released later in the new year, and information will be sent to Members as it becomes available. CITB proposals for reform Trailblazer Apprenticeships Hire Controller (Plant, Tools & Equipment) This employer group is developing a trailblazer apprenticeship for the hire sector and consists of a range of employers from the general plant, access, small plant and tools, concrete pumping, crane hire, shoring etc. sectors, along with the supporting federations of CPA, HAE and IPAF. The working group continues to progress development of this apprenticeship and have finalised the standard – the skills, knowledge and behaviours - for the occupation which was submitted for approval to the Institute for Apprenticeships (IfA) in time for their January deadline. The standard and other planned criteria for the occupation can be downloaded from www.cpa. uk.net/trailblazerhirecontroller/ On receiving approval from the IfA, the group’s next task is to devise an assessment plan and the end-point assessments. They are the final set of assessments which if passed, prove that the apprentice has gained all of the required skills, knowledge and behaviours for the occupation and considered as being ‘job-ready’. To encompass the full range of hireable equipment to the construction and allied sectors, the working group amended the title of the occupation during the development of the standards from Plant Hire Desk Controller to Hire Controller (Plant, Tools & Equipment). Stars of the Future and Exhibitions Planning is now underway for CPA’s 2018 Stars of the Future apprentice awards event, which will take place on 16 May at Vertikal Days . The assessment and presentation of awards will follow the pattern of previous years, and will recognise and reward achievement amongst plant mechanic apprentices. Consideration is being given to way of extending the scope of the scheme to include apprentice and trainee operators, and this may feature at the 2018 event as an addition to the main awards presentation.
