Special interest groups Special Interest Groups: 1 www.cpa.uk.net CPA Bulletin > February 2018 49 British Concrete Pumping Group (BCPG) The British Concrete Pumping Group met in early October 2017 and continued to discuss and review the issue of MOT’s for mobile concrete pumps. Although Mobile Concrete Pumps will be covered by the new legislation, when enacted, the group have decided to join the mobile crane group in formulating the voluntary scheme for the annual inspection and testing of mobile plant, in case the legislation does not come into force. Construction Hoist Interest Group (CHIG) The Steering Committee and Open meetings for the Construction Hoist Interest Group (CHIG) took place in early October 2017. The agenda’s for each of the meetings covered a range of topics including Temporary Works and Tie Working Group update, Transport Platform Working Group Update and Rescue from Height on Hoists. Crane Interest Group (CIG) The last CIG Open meeting took place on the 6th September 2017 and a full agenda contained the following topics: • The voluntary scheme for an annual roadworthiness test for Mobile Cranes, which has received The Department for Transport (DfT) approval in setting up this scheme, with a sub group set up to continue to pursue full DfT endorsement of the scheme. It is estimated that this process could take at least 12 months to complete. • Mr Ton Klijn a Director from ESTA delivered a guest presentation to delegates for the European Crane Operators Licence (ECOL) of which there are currently 10 countries involved. The ECOL Foundation was explained, the criteria and process for becoming a licenced crane operator. • An Update on GLA LEZ for Non Road Mobile Plant was briefed to the group including, the GLA control of emissions progress and a review of the requirements. The current version of the exemptions policy dated Mar 2016 remains valid with full compliance implementation Sept 2018, with a 12-month lead in time. • The group were briefed in relation to the Trailblazer Apprenticeship Levy and the requirements as a consequence of the Richards Review in 2012 reporting that apprenticeships were not fit for purpose. Industry would be required to take more ownership and become the main driver for apprenticeships for the future. The role of the Institute for Apprenticeships (IfA) was explained and also some of the issues, concerns and constraints with the new process highlighted. Shoring Technology Interest Group (STIG) The Technical & Steering Committee last met on 19th October 2017 and discussed a number of key points and issues including, the status and progress of TIN’s and other STIG publications, HSE Report, Management of Shoring in Excavations Part 3 – Selection of Proprietary Shoring Equipment Tower Crane Interest Group (TCIG) The group last met on 13th December 2017 with the agenda for meeting covering a range of topics including: • Technical Information Note (TIN) revisions and update - TIN048 The use of high tensile fasteners on tower cranes, TIN047 Tower crane related fire hazards, TIN009 Security of access to tower cranes, TIN038 Leaving tower cranes out-of-service, Lifting of pre-slung loads, Falling objects and tethering, TE of self-erecting cranes. • Update on revision of BS 7121 Part 5 – Last revised in 2005, it was agreed that a drafting panel would be formed and brought together to initiate the start of the revision before the end of the year. • Update on revision of Crane Foundation Loads (CIRIA 654) - The revision to CIRIA 654 guidance document was finished, other than the calculation examples for Euro Codes. It was felt that this should be completed by the end of the year.
