38 CPA Bulletin > February 2023 www.cpa.uk.net Legal NEWS LEGAL: 1 The Government has announced that the CE marking scheme placed on construction plant and equipment will continue to be valid until 30th June 2025. Previously, the Government had indicated that the mark would cease being valid on 1st January 2023. The Government has published guidance documents relating to the supply of products to the Great British (GB) market, with a separate document specifically aimed for the Northern Ireland market. Both documents can be found at www.gov.uk/guidance/ construction-products-regulation-in-great-britain and www. gov.uk/guidance/construction-products-regulation-in-northern- ireland . From 1st July 2025, plant and equipment will need to be registered with the UKCA marking if it is to be sold in England, Wales or Scotland. For plant and equipment sold in Northern Ireland, then this can still carry the CE mark. CE Marking on Plant and Equipment Extended At the time of writing, the weekly rate for Statutory Maternity Pay (SMP), Statutory Paternity Pay (SPP), Statutory Adoption Pay (SAP), and Statutory Shared Parental Pay (SSPP) will increase to £172.48 and is anticipated to take effect from 2nd April 2023. The Statutory Sick Pay (SSP) rate is set to increase to £109.40 per week, from £99.35. This increase is expected to occur on 6th April 2023. The various National Minimum and Living Rates are also due to increase from 1st April 2023: WORKER’S AGE 1st APRIL 2022 1st APRIL 2023 23 and over £9.50 £10.42 21 - 22 £9.18 £10.18 18 - 20 £6.83 £7.49 16 - 17 £4.81 £5.28 Apprentice £4.81 £5.28 Statutory Pay Entitlements The Mayor of London has announced that the London Ultra-Low Emission Zone (ULEZ) will be expanded to cover the whole of Greater London from Tuesday 29th August 2023. The expansion will require all vehicles, including vans and private cars, to meet the ULEZ standard (Euro VI/6 for diesel and Euro IV/4 for petrol) to enter the capital or pay a daily charge. Heavy Goods Vehicles (HGVs) over 3.5 tonnes have had to meet tougher London-wide Low Emission Zone standards since March 2021. The announcement included the removal of the £10 per vehicle Auto Pay registration fee from 30th January 2023, and an increase of £20 in the penalty charge for non-payment of the ULEZ and Congestion Charge. A £110m scrappage scheme has been set up for Londoners on low income and disabled Londoners, charities, micro businesses and sole traders to scrap or retrofit their non-compliant vehicles.
