There has been a meeting between representatives of the power tool companies and the Home Office, to discuss how the secondary legislation will be drafted, and the implications to the manufacturers on how the security features would be fitted to their equipment. At the time of writing, no further meetings are being planned. So far, there has been no indication on the steps manufacturers have to adopt with the fitment of immobilisers for construction plant. • 13th October, the specialist police unit NCATT (National Construction and Agriculture Theft Team), circulated a warning of attempted frauds by a ‘Gillian Russell’ and a ‘Tristan Abbott’ who were operating in the York area. • 19th October, NCATT circulated a warning about the company ‘Evraz Holdings UK Limited’ , with a ‘person in significant control’ (PSC) associated with another company ‘ LEM Security ’ who the police are interested in. • 26th October, United Powered Access reported an attempted fraud by a person impersonating Keith Waddington , where the fraudster claimed to work for Seddon Homes (Warrington), then Seddon Construction (Bolton). The person attempted to hire a 9m telehandler for a site in Skelmersdale in Lancashire. • 28th October, G.A. Doble had a 2018 Takeuchi TB219 Excavator stolen from the Elan Homes Estate in Glastonbury, Somerset. • 31st October, Hurt Plant Hire was approached by a ‘Mark’ who claimed to work for A & K Civils and tried to order a 13-tonne excavator and a 6-tonne dumper for a site in Biggleswade, Bedfordshire. • 2nd November, Phoenix Mini Plant Hire had a 2019 Bobcat E10 stolen from the K5 Construction site, Hampshire Close, Chatham, ME5 7SG. • 7th November, NCATT circulated a fraudster alert on Sean Michael Charmley , who claimed to be from SMC Groundworks . • 13th November, KDM Hire reported details of a fraudster, Thomas Smith , who also used the alias Bradley Moore , who claimed to work for Graham Construction , and O’Neill Building Works . • 21st November, Coppard Plant was the victim of a fraud by Mr John McDonagh , of Limerick, who used St Peters Roman Catholic Church , 7 St Peters Road, Cirencester as a contact address to hire plant and equipment. • 27th November, NCATT circulated an alert regarding HJW Construction , which according to Companies House, was dissolved. Representatives of that company had been attempting to hire plant and equipment in the Scunthorpe area. • 4th January, C&M Plant had a JCB telehandler stolen from their depot in Farningham (Dartford area).
