Thebiggerquestion isnotwhy the story wasallowed tobuildupover the course ofamonth,or indeed,whetherpolitically, making theannouncement ina former railway station in the city itwasmeant to be connecting,mademuch sense.The questionon the lipsofmost construction executiveswas - ‘whatnext?’ ThePrimeMinisterprovidedananswerof sorts,whenheoutlinedplans forNetwork North,a seriesofplans to connect differentnorthern cities,witha varietyof different transport infrastructureplans and initiatives, including tramand rail links,andmain trunk roadupgrades. In addition, thePrimeMinister’s speech, also containedplans forother transport upgradesaround the restof the countryas well,with the southeastand southwest also included in the reallocationof funds destined forphase twoofHS2. Butquestions remain towardswhether thisworkwillbecomea reality in the comingdecades.Severalprojects containedwithin theNetworkNorth schemehadalreadybeenannounced, with someaspectof theplana featureof previousgovernmentpromises. Itwasnot lostonpoliticians in theNorth, that the cancellationofHS2 couldwellundermine thewider levellingupagenda,a core manifesto commitmentof the current government. Itwasnot thebestof startswhen themapon the frontof theplan that accompanied thePrimeMinister’s speech,movedManchester further north,byapproximately30miles.While somemight consider thisa radicalplan, thisunfortunateoversight isone that the construction industryhopes, isnot repeatedwhen it comes to thepractical aspectofactuallymakingNetwork Northa reality. If thePrimeMinister’s announcement really is to see spadeson thegroundand these transport schemes built, thengovernmentand construction needs to come togetherand learn from whyhalfofHS2hasbeen cancelled,and what canbedonedifferently in the future. This learningprocess is critical if theUK is todeliver large infrastructureprojects, on time,on schedule,and tobudget. It is welldocumented that the costs forHS2 rose,partlydue to inflationandwider economic instability.While inflation is starting to comeunder control (although notasquicklyas thegovernmentmight wish), theeconomy remainsa concern, with theexpectedboost in thepost pandemicperiod,not fullymaterialising. This ismirrored ina recent surveyofCPA members, lookingat their investment intentions innew constructionequipment. The survey, conductedacrossSeptember, found: Currently, justunder54%of survey respondentswerenotplanningonmaking any significant investment innewplant equipmentover the courseof thenext 12-18months. These companies cited the following factorsas reasons fornot investing: • 34% saw lackof investment incentives fromgovernmentasan issue. • Theuncertainwidereconomic environmentwasakey factor for89%of respondents. • 60.5%were concernedby thehigh levelsof interest rates.
