The Standard has been developed and submitted recently before the deadline. It is now with the IfA following the approval process and the employer group await their decision which is expected early to mid-February 2018. (d) Lifting Technician - Has received its final approval as of November 2017, including the funding cap within Band D, which has been set at £15,000. The next step is to roll it out and make it available to employers. The standards, assessment plans and the end point assessments are all in place and CPA will be hosting all of this information and material on their website. CPA have also launched a marketing campaign with the support of Lisa Collins (CPA marketing co-ordinator) to highlight that it is now available. Some work still needs to be done around identifying potential training providers and assessment centres for the apprenticeship and CPA will take this on using its website and other mediums to provide this information and make it available to the public. CPA along with CITB are organising a roll out day for all stakeholders and interested parties to discuss all of the details, facilitate and signpost as required. The next meeting of the steering committee will take place on 13th June 2018 at Liebherr-Great Britain, Biggleswade SG18 8QB Consolidated Assessment Strategy The group received a brief update and reminder that all NVQ’s have to be delivered in accordance with the CITB standard setting body’s consolidated assessment strategy and this has been the case for some time now. In the past there has been some issues and problems with delivery of plant operations because direct observation should be the main form of evidence, and sometimes the evidence provided falls short of what is required and won’t necessarily show an individual to be competent. Also over the years there has been a delivery process within NVQ delivery called EWPAR (Experienced Worker Practical Assessment Route) and provided the individual is experienced, allows a streamlined process of evidence collection and it relies on, for example witness testimony signed by employers. The individual would then be brought in to an assessment centre to undertake a practical assessment and a professional discussion This process was originally designed for individuals that had been in the construction industry for at least 5 years, with at least 2 years’ experience operating plant, however there is evidence to support that this process has been eroded in some areas over the years and attracted unwanted rumours and bad publicity associated with it. As a consequence, CITB have offered a plant operations specific assessment strategy where industry can devise and write its own strategy which would include certain criteria to ensure that the assessment process remains fit for purpose.
