34 CPA Bulletin > May 2022 www.cpa.uk.net In order to support the membership in terms of training provision and delivery, CPA appointed a research organisation, Pye Tait back in September 2021 to engage with the membership to identify and produce a report on CPA Members’ training needs. With the report now completed and an evaluation undertaken on the content and recommendations made in the report, the CPA Council have subsequently placed each of the recommendations into three streams: • Stream 1 is where CITB will be approached in order to take the key responsibility for implementing appropriate actions; • Stream 2 is where CPA will work other organisations such as CITB, the PSRO, other federations and organisations, etc. in order to co-develop joint actions; • Stream 3 is where CPA will take direct responsibility and seek and implement appropriate actions. Stream 1: CITB RESPONSIBILITY • Providing information on training provision including a directory of training providers, information and communication about training availability, who and where providers are and what new courses are on offer, etc. Stream 2: JOINT CPA AND OTHER RESPONSIBILITY • Supporting the delivery of advanced digital training skills such as on CAD/ CAM/BIM, etc. This will be undertaken with CITB. • Development of a national training standards which supports a better quality of provision and to demonstrate the level employers have trained their staff to. This will also be with CITB and this project is already underway. • Supporting apprenticeship delivery along with introducing new occupations, act as apprentice broker and provide more information on apprenticeship recruitment and delivery. This will be with CITB, although CPA are already providing support through a dedicated CPA Apprenticeship Ambassador. • Encourage more (young) people into the sector . This includes raising awareness of career opportunities and pathways, providing career road maps and organising recruitment events. Another action to be undertaken with CITB and to build upon previous CPA work on careers events, etc. • Address a range of concerns with card schemes , including lack of transparency and how competency is attained and maintained. This will be with the Plant Sector Representative Organisation (PSRO) who have recently published their plant occupations competency framework. • Raising awareness and knowledge about implications of Government-led net zero strategies on the sector, particularly for smaller companies. CPA have already made inroads into this area including recent membership of the Supply Chain Sustainability School, where their expertise can be utilised to inform the membership accordingly. • Overcoming a lack of trainers/ assessors for a range of occupations as identified by the membership including for driving, plant installations and plant maintenance occupations. This will be with CITB and has already been identified as a priority area. Stream 3: CPA RESPONSIBILITY • Continuing and enhanced lobbying of sector issues to Government and other organisations such as card schemes, CITB, grant and apprenticeships. • Leadership on co-ordinating/ facilitating training collaboration across sector including the creation of forums and meetings with training managers, providers, cards schemes, etc. to seek standardisation of provision and quality, etc. With actions previously having been undertaken or already underway, each of the items were prioritised into a high, medium or low priority table from which CPA staff will subsequently devise appropriate action plans, seeking both ‘early wins’ and long-term actions. CITB Plant Operations Training Standards This training standards project for the operation of plant categories and from which grant payments will be subsequently based, is now underway. CPA technical staff have been providing advice to CITB on how the development programme should be arranged, which plant categories they should prioritise and have further been assisting in writing the draft standards for each of the working groups to review. The first working group recently met and looked at the dumper and dump truck categories and was chaired by CPA technical staff. Further working groups will be concentrating on 360 excavators, telehandlers, slinger/signaller, industrial lift trucks and ride on rollers in the first phase of the programme and CPA members have been invited and are participating on each of the working groups. Although CITB were initially aiming for completion of 10 categories by the end of April 2022, they have accepted CPA advice and reduced the number of categories within the first batch and extended the completion date to accommodate the development time needed.
