Devolution The members of the Rail Plant Association are the primary owners of the specialist plant required for carrying out the maintenance and renewals of the rail infrastructure as well as employing the majority of the operators needed to work this special machinery. Consequently the Rail Plant Association is considered the “go to” organisation for all aspects of plant operation and safety and held in esteem by the industry. This helps us to get representation on many working groups in the industry and an opportunity to contribute to the development of good practice across the board. In this regard we are a partner in the RPA Leadership Alliance (RPA LA), a tripartite forummade up of Network Rail, the Principal Contractors and ourselves. It is a high level forumwhere Network Rail strategy is filtered down for discussion by industry leaders and a further meeting of the group will have been held before this article is published. Hopefully this should give us a better picture of what rail devolution (the Putting Passengers First project) will look like. It is very probable that this will lead to some major changes in the RPA LA and could have substantial bearing on the future of the Rail Plant Association itself. Devolution will have a profound effect on many aspects of the way that our members will trade in the future. We will of course keep all of our members up to date with developments and carefully review further information as it becomes available.
