www.cpa.uk.net CPA Bulletin > November 2020 15 TECHNICAL Technical Civil Aviation Authority Delays Implementation of CAP 1096 As reported in a recent issue of Cranes and Access, the Civil Aviation Authority (CAA) had announced a revision to its publication ‘CAP 1096 - Guidance to Crane Operators on Aviation Lighting and Notification’ which requires crane users to notify local aerodrome operators or the CAA directly if the location and/or height of a crane exceeded certain parameters. The revision, due to take effect on 1st October 2020, contained significant changes, including a requirement to notify the CAA in advance of a planned lifting operation - via a dedicated email address - if the highest part of a crane will exceed 10 metres above ground level OR the surrounding structures or trees and irrespective of the location in the UK. The revised CAP 1096 also includes amended recommendations for lighting and marking of cranes to ‘aid conspicuousness’. It was recognised by the crane sector that this would cause significant impact and disruption upon crane lifting operations for owners and users throughout the UK. The CPA and ALLMI, as well as construction- based federations and individual employers, made representation to the CAA on a number of occasions to outline the impact the proposals would have. The CAA has now announced that the updated CAP 1096 will only become fully applicable from 31st May 2021 and has stated that between 1st October 2020 and 31st May 2021, a formalised trial of the new processes and requirements will be conducted to allow industry to prepare accordingly. The CPA, as well as other bodies, is continuing dialogue with the CAA to seek pragmatic solutions and any updated news will be posted at https://www.cpa.uk.net/news-events/ Updated Technical Information Notice on Managing the Design, Construction and Inspection of Tower Crane Bases, Grillages and Ties The CPA’s Tower Crane Interest Group (TCIG) has updated the Technical Information Notice (TIN) - 031 on tower crane base design, construction and inspection. This document is intended to promote the safe design and construction of tower crane bases, grillages and ties through an improved understanding and management of temporary works design, construction and installation processes. The main thrust of the additions centre on temporary works requirements and of the temporary works designer, checker and supervisor, as well as the appointed persons. To relay the substantial extent of the revisions, the content of the previous version has increased from six pages to 23 pages and places a greater emphasis on the planning and implementation of temporary works design, bolstered by a number of additional example templates relating to foundation inspections, permits, approvals and sign-off certification.
