18 CPA Bulletin > November 2023 www.cpa.uk.net Crane Interest Group Publications TECHNICAL: 1 TECHNICAL CIG 2308 - Tendering, Management and Operations of Mobile Cranes The Crane Interest Group - with input from the Industry Lifting Lead AP Group - has produced this new publication, which provides good practice guidance and the expected standard of duties and responsibilities for both operators and crane users when mobile cranes are hired out. The content includes a series of checklists within three sections that include; information to be supplied by crane providers; additional information for contract lifting; information to be supplied when the crane arrives at site. The publication also covers legal requirements and directs readers to further relevant guidance material with the prime aim to raise standards and encourage the sourcing of equipment and expertise from responsible mobile crane suppliers. As with all CPA publications, CIG 2308 can be downloaded free of charge from www.cpa.uk.net TCIG TIN 030 - Tower Crane Erection Team Composition This technical information note (TIN) outlines the roles, attributes and suggested qualification and carding requirements for the tower crane erection team. It is currently being amended by the Tower Crane Interest Group to update the listed qualifications and carding due to revisions around industry carding requirements, occupations and competencies. Mobile and Crawler Crane Daily/ Weekly Check Books The only technical publications that CPA now retails to both members and non-members are the Daily and Weekly Checks Books for Mobile Wheeled and Crawler Cranes. With production and delivery costs rising fast and to utilise latest technology, a digital version for the completion of crane checks is in the process of being devised. Working with a digital design company, a prototype app has now been developed and is undergoing user trials. In essence, using a phone, tablet, etc. the operator will scan a QR-code - which will be placed on each machine - and from which opens up the digital form listing all of the relevant checks that need to be carried out. Once completed, the form is then forwarded to a cloud-based file which, with the various permissions, can be accessed by the crane owner, maintenance team, crane user, site management, etc. There is also potential scope to add additional features and the aim is eventually to encompass other types of plant. Once the trial is complete with any amendments made based on user feedback, CPA needs to determine, if any or what charging model could be utilised for both members and non-members and a number of options are currently being considered. It covers legal requirements,what is good practiceand directs readers to further relevant guidancematerial.This guide aims to raise standardsandencourage sourcing from responsiblemobile crane suppliers. Crane suppliersareencouraged touse theguide toundertake anauditof their crane fleetand operationalprocedures to identifyareasof strengthand itemswhere improvements canbe made.By following the guidance, crane suppliers can demonstrate that they can provide cranes andpersonnel toundertake lifting operations safely in compliancewithgoodpractice guidelines and statutory requirements, including travelon the public highway. Crane users are encouraged touse the guidewhen selectingpotential crane suppliers to ensure that they have the necessary competence, proceduresand cranes to both travelon the public highway and carryout thework safely. Theguidance for travel on public highways closely follows the requirements of theFleet OperatorRecognitionScheme (FORS). It is strongly recommended that crane suppliers can demonstrateaminimumachievementofFORSBronze standard. It is noteworthy that theDriverVehicleStandardsAgency (DVSA) have introduced anEarned RecognitionSchemeasan industry best practicebenchmark standard.For the purposesof this guide, ‘EarnedRecognition’willbe deemed as equivalent tobestpracticeFORS standards. Legislation relating to theuseofmobile cranes falls intooneof twocategories.Legislation relating to themovementof thecraneon thepublichighwayandsecondly theuseof thecrane to undertake liftingoperationsonceat site. 2.1 Movementof the craneon thepublichighway TheRoadTrafficAct1984, 1988and1991 TheRoadTrafficAct covers requirements for theuse ofall vehiclesonhighways andany other road towhich thepublic has access.Theact covers the constructionand use of vehicles, including requirements for testing. TheRoadVehicles (Construction andUse)Regulations 1986 (Asamended) (C&U) TheRoadVehicles (Construction andUse)Regulations,madeunder theRoadTrafficAct 1972, specifiesdetailed requirements for the construction and useof all road vehicles, includingmobile cranes.Part of the requirements foruse isa requirement (Regulation100) thatall vehicles, includingmobile cranes,aremaintained so that nodanger is caused or is likely to be caused toany person inor on the vehicle or ona road. TheRoadVehiclesLightingRegulations 1989asamended. TheRoadVehiclesLightingRegulationsmade under theRoadTrafficAct1988 setsout the requirements for the lighting of road vehicles. TheRoadVehicles (Authorisation ofSpecialTypes) (General)Order2003 (STGO) ThisOrder -madeunderSection44of theRoadTrafficAct1988 -authorises theuseon the roadof certain typesof vehicles, includingmobile cranes,which donot fully complywith the Construction andUseRegulations.TheOrderalso specifies the requirements thatmustbe metby such vehicles. TheGoodsVehicles (Plating andTesting)Regulations 1988 (asamended) TheGoodsVehicle (Plating andTesting)Regulations -madeunder theRoadTrafficAct1972 - sets out the requirements for theannual testingofmostgoods vehicles.Schedule 2 lists those vehicleswhichareexempt from the regulations.Schedule2hasbeenamendedbyThe GoodsVehicles (PlatingandTesting) (MiscellaneousAmendments)Regulations2017. TheGoodsVehicles (Plating andTesting) (MiscellaneousAmendments)Regulations2017 TheGoodsVehicles (Plating andTesting) (MiscellaneousAmendments)Regulations amend the listofexempted vehicles inSchedule2of the1988 regulations.The amendments remove mobile cranes from the list of exemptions from platingand testing.However, thosemobile cranes running underSTGO (see 3.5) continue tobe exemptby virtue ofRegulation44(e)of theGoodsVehicle (Plating andTesting)Regulations 1988. 2.2 Useof the crane atsite HealthandSafety legislation requires that safe systems ofwork andequipment are in place forall lifting operations. Health&SafetyatWorketcAct 1974 (HSWA) HSWAplaces adutyonemployers, suchas craneownersand users (hirers), toensure the healthand safety of theiremployeesandotherswhomaybe affectedby theirworkactivities. It ismybelief that this guidewillbe invaluable to both crane operators and customers,which is intended toprovide a clear summaryofallMobileCrane-related legislation and goodpractice guidance in one place. Roadgoingmobile cranes area common sight on roadsand construction sites across theUK and like allheavy equipment, have the potential to causegreatharm ifnotmaintained and operated in a safeand efficientmanner. This guide providesgoodpractice adviceon theexpected standard of duties and responsibilities forbothoperators and craneusers. It isCIG’s intention that this remains a living and flexible document and that any change to anyaspect of legislation or industry good practicewillbe captured in future versions of thispublication togive confidence that ifworking to the guidancedetailed in this publication, then the latest industry-ledgood practice standardsarebeing followed.
