www.cpa.uk.net CPA Bulletin > November 2023 33 GUEST ARTICLES: 2 Exemptions can be sought in exceptional circumstances, though these require lots of supportive evidence, and in the interest of improving air quality the Mayor of London will only grant them as a last resort. Contractors and suppliers not keeping up with the changes will struggle to deal with the London construction market. Looking to the future, from 1st January 2030 the minimum requirement for all types and sizes of machine will be Stage V. The target for a zero-emission NRMM fleet in London is January 2040, and we are seeing manufacturers making substantial investments in research and the development of hydrogen and electric solutions. The work of developers, suppliers, contractors and London authorities has caught the eye of Defra, who in their Air Quality Strategy now call for Local Authorities across the country to promote the use of the cleanest construction equipment available. The industry is now embedding NRMM conditions into their contractual obligations, and are exploring innovative ways of tracking fleet and making emission certification available to-hand. Despite all the challenges, and at a time when costs are increasing across the board, the construction industry in London has proven itself to be exemplary, setting the precedent for other industries and cities nationally in striving for better air quality. So, what should suppliers and manufacturers be doing? • Ensure that emissions information for machinery, particularly EU Type Approval Numbers (or subsequent GB approval numbers), are available to customers. Don’t rely on engine plates, as these are sometimes obscured or damaged. • Ensure that all NRMM supplied to construction and demolition sites in Greater London meets the tightening emission standards, and continually look to upgrade your fleet if demand exceeds supply. • When supplying generators, always investigate the Stage V options, considering various methods of load management as an enabler. • Contact us. If you have any questions about the requirements, want to discuss your fleet upgrade plans, or have specific machines that you are struggling with, email us at nrmm.london @ merton.gov.uk
