20 CPA Bulletin > November 2024 www.cpa.uk.net PLANT THEFT & FRAUD PLANT THEFT & FRAUD: 1 Cyber Resilience Centres Cyber Resilience Centres (CRC) stem from the National Business Crime Centre (NBCC) and are a police led/‘not-for-profit’ initiative bringing together academia and business to improve cyber resilience across England and Wales. There are eight CRCs that cover the other regions of the UK. These are a ‘police protect’ initiative which engage with businesses and organisations. The benefits of membership - which is free - is that members receive 16 emails which provide simple advice and signposting on making businesses more cyber secure. In addition, the centres offer one-to-one meetings to discuss an organisation’s current cyber exposure/risk, as well as monthly newsletters and webinars. The CRCs also work with universities and cyber professionals to provide affordable quality cyber products such as training, and website vulnerability assessments. CRC representatives engage with SMEs by community engagement days, utilising umbrella organisations to help ‘spread the message’. They also work with large Tier 1 organisations to support them in helping to de-risk their supply chains and improve their cyber resilience. Half of businesses which have been affected by cybercrime was as a result of phishing emails. RAPID, the Registered Assets Police Information Database, is a powerful web-based search tool designed to significantly enhance the speed and efficiency of plant and machinery identification. With advanced mobile technology, RAPID enables officers to access the CESAR Database of over 650,000 registered assets directly from their smartphones, allowing for quick identification of stolen property and swift progress in investigations. Drawing on information from the CESAR Database, the Police National Computer (PNC), and the IFNOL insurers database, RAPID is said to offer the most comprehensive asset check available to the police. Officers can identify an asset using accessible identifiers such as the CESAR ID number, Datadot® number, etch or RFID, engine number, or VIN. RAPID even delivers search results based on partial number inputs. In addition to its fast and straightforward identification capabilities, RAPID includes a library of over 130 plant and machinery orientation videos, guiding officers to locate key identification plates and labels on commonly encountered machines. This use of this tool is another facility in helping police to identify stolen construction plant, and as such, was warmly welcomed by the NCATT police unit.
