www.cpa.uk.net CPA Bulletin > December 2018 57 RAIL PLANT ASSOCIATION: 2 RPA0001 is the Rail Plant Maintenance and Repair Competency and the latest issue is number 3 and was published in 2016. This has been widely used within the industry and any feedback regarding its use would be very welcome. The other principle document for review is RPA0002 which is the Good Practice Guide for On-Track Plant Operations Scheme (PO) Site Documentation. On a separate issue we remind you that COP038 the Code of Practice for Defective Safety Critical Equipment went live on 1st September 2018. Produced by the M&EE Networking Group, this is the first issue of the Code of Practice. You should also be aware that document reference NR/L2/ RMVP020 Infrastructure Plant Manual issue number 10 is in draft stage at the time of writing and will go for stakeholder review prior to its planned publication in December 2018. Implementation is likely to be in March 2019. Some committee members of the RPA are currently working to agree a framework to write a good practice document on Delivery Point Management. This was brought up in the recent survey as one of the major concerns of plant hirers. There are many aspects of this topic but anecdotally we have learnt of many occasions when plant has been delivered to site where there has been no authorised person to take delivery. It is hoped that with some collaboration, the meet and greet process can be improved for the benefit of all. INCIDENTS Each meeting of the RPA committee has an agenda item to look at incidents. Whilst there were one or two discussed, by the time of publication these should have been investigated and any issues notified to our membership. FUTURE The RPA committee continue to work hard to keep up to date in an ever changing world. No sooner has one challenge been faced but another follows in quick succession. The new format of the committee and the interaction of the owners is also evolving to ensure a strong association can thrive in the future. We continue to work with our partners and have representation at all of our meetings from Ian Morgan, Principal Engineer in Safety, Technical and Engineering at Network Rail. If any member has an issue that they believe the Association can help with, or just want to have a moan about the way they are treated, it would be great to hear from you.
