One driver for discussion was the announcement made in August by the Construction Industry Training Board (CITB), as part of its Vision 2020 reform programme, to divest the Construction Plant Competence Scheme (CPCS) card scheme for plant operators to an external organisation. The new owner is the NOCN Group, an awarding organisation that offers a range of construction-based qualifications, and was also the buyer in 2017 for CITB’s awarding organisation, CSkills Awards. The CPA has already sought views from its Members via a short questionnaire about how card schemes are used and viewed, with the next step to allow others to share their views on plant-based card schemes via a series of open meetings across the country. With new card schemes offering plant certification entering the construction sector, the aim of the meetings is to encourage debate on what should be the important elements for a modern card scheme. Following the meetings, the CPA will present the findings to industry through the TOPIC group as part of their wider focus on the skills agenda.
